As we approach the 30th anniversary of the United States ratification of the United Nations’ Genocide Convention, with the signing of the Proxmire Act by Ronald Reagan???, and on this “Columbus Day” in the fraught times of 2018, I looked back at a paper I wrote in 2012 for an International Human Rights course I took in law school. I have not fully updated it, and the translation from my Google Doc to this medium (ha) is not entirely perfect (apologies for some missing citations!), but I did add a few sentences. That I did not need to add much to a paper written 6 years ago, under a relatively (much) more progressive administration, is ludicrous and shameful.
