In short: Some people think that the gender concept evolves with time, other people think that it’s a fundamental, unchanging truth.
Why do we have such a gap with two distinct contrasting views?
I might as well rephrase this question to: Why does half of the population resist the idea that just like other cultural concepts, gender identity is in motion too?
[I mean, there was a time when no woman would wear trousers. Trousers were reserved for men. And now look at us today. A woman wearing pants is about as normal as cars and houses.]
