In 2016, the IFT prepared for second-wave migration by conducting spectrum studies of every area with unmigrated AM radio stations to identify open frequencies and how many stations could be migrated in each area.

The Mexico City study found two available frequencies for migration, which became 96.5 and 105.3 MHz; declared 98.9, 99.7 and 104.5 MHz open (I’ll get to this in a moment), and an additional frequency in the Article 90 reserved band at 106.1. I had expected 106.9 would have been available as well, but the IFT found that a Mexico City station on the frequency would not adequately protect XHAPU-FM Tepeapulco, Hgo.:
