Because recognition is a specific response to how a specific individual is, the question arises as to who has the authority to recognize another, and what is the authority that sets the standards for recognition norms? The temptation is to say that social institutions, perhaps the state, can and should establish and guard social norms. Aside from the question of the moral legitimacy of the state or other institutions imposing norms on individuals, there is the practical question of how much any institutional authority in practice dictates how individuals recognize the recognition norms. An institution can guide behavior only if individuals recognize the authority of that institution and follow its guidance. Whether an individual follows authority out of respect for the institution or fears negative consequences for not following, each is a kind of recognition.
